Resumen

EIFFEL will offer the Earth Observation (EO)-based European community the ground-breaking capacity of exploiting existing GEOSS datasets and build upon prior knowledge, with minimal new data collection activities. Added-value services will be created through designing semantic search tools based on Artificial Intelligence (AI), interoperable with GEOSS, that will leverage advanced cognitive features to extract meaningful information and enrich GEOSS metadata. These technologies will be applied to selected, yet diverse Climate Change (C2) adaptation and mitigation applications. Moreover, the value of using explainable AI techniques for improved data-driven AI models and actionable insights will be demonstrated. As a follow-up, the abundant data resources of GEOSS will be exploited to demonstrate an AI-driven range of C2 applications in five EIFFEL pilots. The latter will cover (i) a set of different GEO Societal Benefit Areas (SBAs), (ii) different EU geographical and climatic regions, at local, regional, national, cross-border and pan-European scales. It will foster co-creation of climate adaptation policies and mitigation strategies and monitor C2 effects in the respective regions. The data quality of reused data will be managed through an annotation framework, tailor-made for climate-related datasets. EIFFEL, in line with EuroGEO's emphasis on early engagement with stakeholders and their active participation in the application design, has ensured that they are early on active consortium members. EIFFEL complies with the framework of Results-Oriented GEOSS, to improve the delivery of applications tailored to informed decision making centres. It delivers the new era of AI-driven tools for GEOSS to demonstrate its uniqueness to provide integrated and stand-alone applications to decision makers.
