Abstract

Based on the amount of available water resources in Ecuador and the existence of scarcity of renewable water resources, discussion questions are raised about the need to supplement water projects and efficiently balance the original intentions, needs and current environments with finally services offered through gaps called complementarity. Thus, identification, characterization and assessment of the performance of complementary variables in twelve strategic projects in the water sector irrigation Ecuador and then propose sustainable route gaps to reduce the analysis of different patterns and common behavioral patterns (clusters referred ) observed. It is conceived to water within the strategic projects, as provided in Art. 313 of the Constitution of Ecuador (Constituent Assembly, 2008) due to the fact that its importance and magnitude have decisive economic, social, political or environmental influence, and should be oriented the full development of rights and social interest. The purpose of the study is to generate a model to run it in its first phase in the strategic irrigation projects built and under construction, validate, adjust it and then implement it in new irrigation projects and finally according to the specific needs deployment in projects in other strategic sectors. The benefits expected from the implementation of the proposed model will optimize the contribution of irrigation projects to change the country's productive matrix sustainably, without discarding their potential contribution to other strategic projects.
