DETERMINANTS OF NON-TARIFF MEASURES ON EU HORTICULTURAL IMPORTS. WHAT RASFF DATABASE REFLECTS

Abstract

The main aim of this contribution is to explore the determinants of food standards on EU Horticultural imports from the top 15 supplying countries. The analysis evaluates whether product notifications in one year affect the probability of future notifications, and whether such effects may depend on product, sector and origin or destination countries. The hypothesis to be tested is that previous notifications, “reputation”, significantly influence the EU behavior. To do so, a database that transforms RASFF data into notifications classified by HS code. Following, a model was specified to explain product-country-year notifications as a function previous product notifications, sector notifications, country notifications and per capita GDP. Finally, a negative binomial regression in R-language was applied to estimate the model.
